Maryland Launches First Homes for First Responders and Teachers

Saving for a down payment while managing everyday expenses can make buying a first home feel out of reach. For Maryland’s teachers and first responders, a new state mortgage option could help with both upfront costs and the interest rate on a home loan.


Maryland has launched First Homes for First Responders and Teachers, a Maryland Mortgage Program (MMP) option for eligible first-time buyers. Announced September 4, 2026, with applications opening that day, the program supports teachers, police officers, firefighters, and 9-1-1 dispatchers purchasing their first home. A lower mortgage rate and help with closing costs

The state’s $50 million first-mortgage initiative offers an interest rate 0.50 percentage points below the standard MMP 1st Time Advantage 5% Loan. That comparison matters: the discount is tied to that particular MMP product, rather than every mortgage available on the market. MMP launch directive.


The program pairs a 30-year fixed-rate first mortgage with a separate assistance loan equal to 5% of the total first-mortgage loan amount. That money can help cover the down payment and closing costs. Official program overview.


For example, a $300,000 first mortgage would produce $15,000 in assistance. The calculation uses the mortgage amount, which may differ from the home’s purchase price. Whether that assistance covers all the cash needed at closing depends on the purchase and loan details.


How repayment works

The assistance is a repayable loan, so buyers should include it in their long-term plans. It carries 0% interest and is structured as a 30-year deferred second mortgage. Repayment is due when the first mortgage ends, including through a sale or refinance. Program fact sheet.


There are no monthly payments on the assistance loan while the program’s occupancy and first-mortgage conditions remain satisfied. The regular first-mortgage payment still applies. Official program overview.


Before buying, ask the lender to explain how the assistance balance would be handled if you later sell, refinance, transfer ownership, or pay off your mortgage.


Who may qualify?

The eligible occupations extend beyond the four groups highlighted in the announcement. The state’s definitions include:

  • Full-time, state-certified pre-K–12 classroom teachers and school counselors working for accredited or state-recognized public, private, or vocational schools.

  • Eligible police officers, firefighters, certified EMTs, and certified paramedics.

  • Rescue squad members, sworn members of the Office of the State Fire Marshal, and 9-1-1 specialists.

  • Certain volunteer firefighters with municipal documentation covering the most recent 12 months.


Job duties, employment status, and documentation matter. A lender should check the specific position against the state’s definitions. Program fact sheet.

At least one borrower must have qualifying Maryland employment. Applicants relocating for an eligible Maryland job may also apply with a signed, non-contingent employment contract or offer letter. Employment and income must be verified. MMP launch directive.


Other requirements still apply

An eligible occupation does not automatically qualify someone for financing. Buyers must complete approved homebuyer education and satisfy credit, income, purchase-price, and lender requirements. Official program overview.


MMP household-income limits vary by location and household size. Buyers must occupy the purchased home as their primary residence, and other property ownership and assets can affect eligibility. MMP loan eligibility.


Previously owned a home? You may still meet the first-time buyer definition. Can buyers combine it with other assistance?

Some outside assistance may be allowed, provided it meets the applicable program and loan guidelines. However, this option cannot be combined with other MMP products or MMP Partner Match funding.
